Witness at Manning sentencing hearing says leaks chilled international relations

FORT MEADE, Md. – A high-ranking State Department official says the 250,000 diplomatic cables that Army Pfc. Bradley Manning disclosed through WikiLeaks have had a chilling effect on American foreign relations.

Undersecretary for Management Patrick Kennedy testified Monday as Manning's sentencing hearing entered its second week at Fort Meade, near Baltimore.

Kennedy says the breach of classified information has made some foreign officials less willing to engage in full and frank discussions with U.S. diplomats.

The 25-year-old Oklahoma native faces up to 136 years in prison for leaking the cables, plus 470,000 Iraq and Afghanistan battlefield reports and some warzone video while working as an intelligence analyst in Iraq in 2010.

Manning says he leaked the material to expose wrongdoing by the military and U.S. diplomats.
